After program files have been shuffled around like that, the installers Add/Remove is looking for can't find the files again. Reinstalling the programs from scratch is the only way you'll get them back.
What I don't understand is what you mean by "SO i even tried delleted the files directly and then reinstall but i put the boot disc in and the option isnt even avalible". If you have the disks for the programs/games, you should be able to simply reinstall them - there's usually a "setup.exe" or some such on the disk if the installer doesn't launch automatically.
If they were downloaded programs, you'd need to either download them again, or locate the original installer file wherever you downloaded it to.
THat is what i am talking about i will but the games discs in for instance and it will pbring upp the menu and have play,manul and that stuff but the install potion isnt able to be slected and its only a hand full of my games that this happen to a fwe weeks ago everything else is working fine. SO that is why i am so lost it wont even let me select the install or reinstall option on any of the disc. SO how am i suppose to fix that problem then
Ok. I think you need to try manually locating the install program on the disk.
Put the CD in the drive. Once it launches, exit out of the game, but leave the CD in the drive. Now, in My Computer, Right Click on the CD drive and select Explore. Look for a program on the disk like setup.exe, which is what many installers are called, and double-click to run it.
EDIT: Usually the installer program will have an icon that looks something like this:
