For the Add/Remove problem go to Start|Run, type
cmd and click OK. At the command prompt enter
regsvr32 appwiz.cpl and . See if that restores the function of the icon in Control Panel.
If the Properties problem is new, try a System Restore to a date prior to the beginning of the problem. (This may also work with the Add/Remove Programs glitch.)
