Are you running any antispyware software that may be blocking access to Internet Options?

No, I'm not using any spyware, but I am using a D-Link Broadband Router between my DSL modem and my computer. However this setup does not cause any problem when I connect other computers to the router.

Work or home system?  The GX240 was mainly sold for commercial purposes.

I use it at home. I bought it used on e-Bay. It is set to log-on without the use of a password. I suspect there is some registry setting that needs to be tweeked, but I'm very reluctant to go there. As a precaution, I've made a ghost image of my C-drive, just in case I screw-up somewhere along the way.

What have you done to this system since you bought it?  Reinstalled the OS??  Sounds like a Local Group Policy is running.

I haven't made any changes to the Operating System Software; no repairs or reinstallations. This problem existed when I first hooked up the system. Assuming this problem is associated with some sort of policy, how would I go about identifying and correcting it?

Start>Run> gpedit.msc  and go thur those settings to see if anything has beem applied.  You will need to be an Admin to chnage anything, however.

i have the same prob, wen i try to click on "set program access and defaults" i get the same message, this means i cant uninstall any software and i thought i was the system admin.  !!

Malware on the system disables that quite often.

Try running Malwarebytes' Anti-Malware.
Please download to your desktop Malwarebytes' Anti-Malware from Here or Here

Double Click mbam-setup.exe to install the application.
  • Make sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
  • If an update is found, it will download and install the latest version.
  • Once the program has loaded, select "Perform Quick Scan", then click Scan.
  • The scan may take some time to finish,so please be patient.
  • When the scan is complete, click OK, then Show Results to view the results.
  • Make sure that everything is checkedPhotobucket
    Click Remove Selected.
  • When disinfection is completed, a log will open in Notepad and you may be prompted to Restart.(See Extra Note)
  • The log is automatically saved by MBAM and can be viewed by clicking the Logs tab in MBAM.
  • If you are still having problems and/or would like a follow-up check to be sure the infection as well as vulnerabilities are gone, copy and paste the entire report into a New Message on the HijackThis Board. Also include a fresh HijackThis log. Instructions for downloading HijackThis are at the top of that forum.
    1. Just click the New Message button in the HijackThis forum here: http://www.dellcommunity.com/supportforums/board?board.id=si_hijack
    to start your own thread requesting assistance for a follow-up check to be sure the malware is gone.
    2. In the Message Body window that opens, simply Right-Click and select Paste.

Extra Note:
If MBAM encounters a file that is difficult to remove,you will be presented with 1 of 2 prompts,click OK to either and let MBAM proceed with the disinfection process,if asked to restart the computer, please do so immediately.
