Hmm, performance counter problems can be tricky, and I am surprised you should get an IPSec error, since you should not need nor use that sevice in standard home or small-business, which I assume is the case for you (forget the communication from the support person; that guy is obviously a) completely clueless and b) an idiot to boot...).
To try and decode your event error messages, you could go to www.eventid.net, and see if you can find some advice there. Otherwise, however, I am afraid a clean re-install may be your best bet.
i do think that doing a clean reinstall of win xp et al is a good idea, with new dells.. it is not difficult to do.. there are instructions in dell support.. product support/reinstall guide..
OK, I did the Clean Reinstall and my computer is still very slow. I picked up the Sasser virus while doing the reinstall and I think I've gotten rid of it. I have McAfee firewall and antivirus software enabled. I'm still getting the following error: "The IPSEC Services service terminated with the following error: The attempted operation is not supported for the type of object referenced." Any suggestions?
I emailed DELL Support and got the following:

After going through your mail I understand, you are getting error log even after reinstalling the operating system. The issue you are facing is due to the application conflicts.
Revanche, to eliminate this issue we need to uninstall few application and reinstall those applications back. I request you to perform the steps mentioned below:
Step 1> Uninstall the Mcafee software and then reinstall it.
