In Control Panel double-click Services. Make sure the Microsoft Fax and Telephony Services are started.
Also
Control Panel / Performance and Maintenance / Admin Tools / Event Viewer / System.
Look for "Red" errors. Double click on error.
If there are a lot, some of them will be duplicates so just post one of each.
Take a note of the Event ID and also the Source and post them back.

Telephony Status is "started," startup type is "manual"
Fax Status is "blank" and startup type is "automatic"
I got the following from the Event Viewer:
Event ID: 4609 -- Source: Event System
Event ID: 2004 -- Source: PerfNet
Event ID: 1000 -- Source: MSN Reporting
