Could very well be a hardware conflict or device driver problem. I would start by disconnecting any extra drives (leave just the boot drive and one optical drive attached) and all the peripherals and expansion cards except the video card, and see if it boots then. If so, add things back one at a time until the problem recurs. At least then you would know who the "bad actor" is and can chase down a specific solution.

BTW, did the machine's hardware configuration change between the old OS installation and the new one?

did you follow the instructions for doing a clean reinstall of win xp, where you boot from the cd-rom drive with the win xp cd, delete the partitions, then create a new partition, etc?
