After Reformatting. {Needing Help}

Hey.  I'm having some problems.
Okay, after I reformatted my computer for the 3rd time I am still having problems.
Here is a list...

First of all, in setup it didnt ask me for a Product Key, so I am guessing it was already registered.
After that, The Welcome To Mircosoft Windows didnt show up after the change of display settings box popped up.    I guess that isnt really anything to worry about since my desktop is up.

I have used the ResourceCD and downloaded everything I needed on it.

My major problem would be installing and networking.

It cant find my network adaptor...

I get errors like -
Cannot load HostAppDLL. Err Msg: Cannot load shared library Work Flow/Bin/SimpleHostAPP  DDR(or D), Dll. Error Code=999.

I have no idea what the heck that is...

I basically just need someone to work on my computer in person.... but that wont be happening.... So I need to figure out what to do...

Did I miss something???   Seriously, shouldnt a Re-installed copy of Windows work properly after installing it?   I have followed ALL directions...

I tried Windows Update also, of course you cant use it without an internet connection...
So, if I cant install anything, thats a major issue....

I hope one of you can assist me! Thank you! :)

Did you install the chipset driver right after loading XP and before loading video, audio drivers, in that order, followed by all other drivers? And did you install the network adaptor drivers?

I believe I did install the Chipset Driver.  It was on the ResouceCD...   I have a Tools System Software CD,  V.9 56K/Data/Fax Modem Software.   Other things include Sonic RecordNow CyberLink PowerDVD, Dell E152FP Color Monitor User Documentation.

Thats all I have.... Am I missing a CD?

You NIC driver should also be included with your device driver disk. You have to install that driver, as well as your connection (if not random IP from your ISP on high speed access, using DHCP). Check your device manager to see if your ethernet adapter is installed! If not, you have to install the driver from your disk.
