Its looks like Dell XPS 12 might have TPM technology. Request you to follow the below steps to enable BitLocker without TPM:
(1) Move the mouse pointer to the top right corner and click on search option.
(2) Make sure App option is selected, type gpedit.msc in the search box and hit enter.
(3) Local Group Policy Editor Screen appears, navigate to “Computer Configuration/Administrative Templates/Windows Components/BitLocker Drive Encryption/Operating System Drives”.
(4) Now double-click the option “Require additional authentication at startup”.
(5) Choose the option Enabled and in the options pane select the checkbox Allow BitLocker without a compatible TPM as in the below picture:

(6) Your device is now ready to be encrypted with BitLocker. Right-click your disk and the option to turn on BitLocker will be available.
