There are so many factors that affect the speed of the computer. Ex. what loads on startup, spyware, ram, cpu, etc. I see you are using 512 megs of ram. This should be good enough for most users. The usual settings for the paging file is RAMX1.5 for minimum and RAMX3.0 for maximum. In our case it's 768 min. and 1536 max.
Do a disk clean up by typing cleanmgr in the run box.

What do you mean by "cache size" , "system cache" ? as Virtual Memory is also know as Paging file not now as a "cache" it used to be called Disk Cache on older Windows versions.
