I hope you made a typo and the error reported that Windows could not find
desk.cpl since there is no desktop.cpl. You can replace it with the following procedure.
Go to Start|Run, enter
cmd and click OK. Insert your Windows XP reinstallation CD in the CD-ROM drive. At the command prompt enter the following command, substituting the letter of your CD-ROM drive for X:

expand x:\i386\desk.cp_ c:\windows\system32\desk.cpl
and press . Note there is a space after "cp_" and before "c:"
