Also I am running windows xp, I am not sure how long this has been a problem, but I recently had the adobe desktop pop up with a upgrade that I got rid of?
What model of Dell do you have? Desktop or laptop?
What kind of video does it have?
Is this on a work or a home computer?
Reason I'm asking is that I had a similar problem at work. Some could change wallpaper and some could not. Turned out the boss persons had disabled the settings- but only for some of us- because they did not want us changing the wallpaper. I guess they thought some of us had better taste than others... :-)
