Cannot change background under control panel Display
I have tried searching the data bases but cannot figgure it out as of yet, and I am logged on as the administrator

Please provide more information. What happens when you attempt to change the background?

What model of Dell do you have? Desktop or laptop?
What kind of video does it have?
Is this on a work or a home computer?
Reason I'm asking is that I had a similar problem at work. Some could change wallpaper and some could not. Turned out the boss persons had disabled the settings- but only for some of us- because they did not want us changing the wallpaper. I guess they thought some of us had better taste than others... :-)
