cannot delete files on deskstop

I have four folders on my desktop that I cannot delete, move, rename or modify in any fashion.  They just clutter my desktop.   They are empty.  I can move a new folder into them and then move them into a new folder and then delete the second new folder, but the old files reappear on my desktop when I re-boot.  All help would be welcome.

Right click on an empty spot on the Desktop, choose Properties, Desktop tab, Customize, Web tab and make sure  Desktop Items is Unlocked. Run the Desktop Cleanup on the first page too.

Thank you for your suggestions, but this did not work, either.
