Diagnostics won't check the hard drive unless you select the extended hard drive test. Make sure you are booting to the XP installation disk.

that is what i have been booting from. I will get to the point where you do the ntfs quick format and it gets to 20% and then errors out. everything else checks out alright .

Since you are wiping the hard drive anyway, you can give Partition Logic a try. http://partitionlogic.org.uk/index.html

Use it to format your hard drive and then when installing Windows skip the quick format step. See if this will get you over the hurdle. On the other hand, if Partition Logic bombs, then it could be sign that your hard drive is going bad.
