cannot reboot or shut down after reinstalling windows xp

After experiencing power failure on my Inspiron 700m, the system cannot reboot or shut down and it just hangs at the message "system is shutting down". Then I reinstalled the whole system but still got the same problem even during the installing stage when setup tried to finish itself by restarting (I need to manually power off the system and power on again to get the setup finished). With the fresh windows xp I still cannot reboot or shut down and the mouse pointer freezes on the "system is shutting down" screen. All I can do is power off manually and power on again. Can anyone tell me what went wrong?

Then install the devices drivers.

I'm sure I've done several clean installations of windows xp and I also tried windows 2000 but all attemps was to no avail. Does the shut down/reboot problem have something to do with the power failure that I experienced?
