Cannot view "User A's Documents" folder when logged in as "User B"

I am having the following problem
 
My E521 has 3 Users: A, B, C
 
User A was (if I remember correctly), the first user created (roughly 10 minutes before the other 2).  Quite a few programs were installed from User A.  Now, User A is not used much at all.....best cast scenario is someone logging into User A about once aevery 10 days.  So, yesterday, for the first time in 2 weeks, I logged into User A and the customized settings (wallpaper, email program) were as though they were set to their default settings...for the wallpaper, this means that the wallpaper being used was the DELL wallpaper as opposed to the customized wallpaper.  The email program (Thunderbird) was prompting for the installation as though it wasn't installed or even setup.  The default screen for Zone Alarm showed up...the one that comes up when you open the program....except that I hadn't opened it.
 
I switched users and logged into User B, used it for about 10 minutes and logged off.  I then went back into User A (still logged in) and VOILA, all settings were magically "restored".  The wallpaper was as I customeized it, Thunderbird opened up fine without any lost messages and all seemed well.  So feeling happy, I logged off, and logged into User C, went to My Computer and in the drop down menu, among the items listed (Network Places, My Documents, etc.) were User B's documents and User C's documents....THERE WAS NO User A's documents.  As far as I can remember, this folder always showed up.  This is the My Documents folder for User A......i.e. User A's documents.  Now, when I log into User A and open "My documents", I get all the documents, but AS BEFORE, User A's Documents does NOT show up in the My Computer drop down menu described above.  This is rather annoying since I would like to be able to view documents from any user when logged on as any OTHER user.
 
Virus (ESET) scan shows nothing, Ad-Aware MRU List and Tracking Cookies, A-squared 3.0 and Windows Defender give nothing.  ZA is running in the background. 
 
Your help would be greatly appreciated as I am lost as to why this occurs, or how to fix it.

Which of users A, B, C , have admin rights?
 
Did user A make its My documents folder private? (logged in as A, right click on My documents, click properties, sharing tab).

All users have admin rights...sorry I meant to mention that.
 
None of the users have made the folder private or hidden any contents.
 
Could this be occuring because of lack of use?

Click Share this folder/file with all users.

It happened again (wallpaper changed to blue..default, it looks like) and the following message shows up:
 
Information!
ATI Multimedia has detected that Windows Terminal Services are currently running.
 
Windows Terminal Services does not fully support the audio and video features required by MultimediaCenter.  As a result, the MultimediaCenter cannot be used at this time.
 
Terminal Services are active if
- you are logged in via Remote Connection Wizard
- you are using Remote Assistance

The TV-option opens up on startup so I think that the part in BOLD is due to the fact that it was blocked by Windows Terminal Services.
 
 
QUESTION:
What is Windows Terminal Services AND how do I deactivate it?

Well,I've tried that before and got nothing but cookies and MRU lists in Ad-aware.  I also have Windows Defender and a-squared free 3.0 and neither gives anything, nor does the Anti-virus scanner.
 
But I will run them all again.

Thinks of Term Services as an Advanced forum of Remote Desktop.  Scan your machine for spyware.

Fast user switching alo uses the Terminal Services service.
 
Is the PC connected to a network?

Yes, it is connected to a small home network.
 
If I'm not mistaken, all the fast user switching thing will do is mean that I will HAVE NO CHOICE but to log off of one user before logging into another...right?

Ok, scanned and nothing...HOWEVER, when Windows Defender was scanning User A's Documents ONLY, the hard drive started making a noise like what you would hear when you try to open a file from a Floppy Disk AFTER the disk has been removed from the floppy drive.
 
I disconnected the power and reconnected it....the email program opened fine and the other software (Zone Alarm) did not appear as though it was being used for the first time.  The wallpaper was STILL blue though AND the ATI TV did not have sound (only had video).
 
Now, I have setup up the SAME email account for all 3 users in Thunderbird so that the "email store folder" for all 3 users is the same...it is a shared folder in My Network Places and is also used as the "email store folder" by Thunderbird on a SECOND computer on the network.  So basically the email store folder should be accessible to all users on both computers.  Will disabling Windows Terminal Services continue to allow for this?

Place the Folder in the All Users folder is you want everyone to have access, providing we are only dealing with one computer.

so you're saying that disabling Windows Terminal Services should not affect this right?
