Open Control Panel, Search for Default and change it there. Make sure it is reinstalled for windows 10 first. Open Edge and download Chrome.

Thank you very much -- your instructions worked.
It seems incredibly bizarre that legacy apps, e.g., the Control Panel, work while the later apps, e.g., Settings, fail.
Who knew?
