Cant delete bios program ??

Hello all,
I am in a bit of a pickle. First may I explain how I got into this situation so that you can better understand my problem.
My wife upgraded her computer to sp2 (XP home edition). When she did the computer would no longer acknowledge a disc in her main dvd/cd rom drive. (Her alternate cdrom +rw still works) So I did a bit of research and found out that it was ""probably"" in need of a BIOS update. So I tried to download the file to a floppy yet it continued to ask for a disk to be inserted. After some time I came to the conclusion that either 1) her floppy drive doesnt work now either or 2) it hasnt worked for awhile and we are just now finding out about it. (after all how often do you use it) In any case there is no way for her to download her BIOS update without the floppy drive. So I have the bright ?? idea of downloading the BIOS file that she needs onto my computer desktop. From here I was going to send it to dvd/cd burner and create a file that she COULD use in her alternate driver.  My problem is since I now have this BIOS file on my desktop that I no longer need, how do I remove it??
I have tried to delete said file by right clicking on it and hit delete and it says that I cannot delete this program because it is being used by another person/program.  Since the BIOS file doesnt even belong to my computer and I never ran the program how is it being used??  If it is a fact that  its a system program and windows has a safety net setup to refrain from deletion then how do I get around this so that I can get rid of it.
It is causing me no real problem on my computer other than the fact that I have an operating system file for another computer on my desktop that I would rather not have. I just want to be rid of it if possible.
PS> I know that some of you would probably be wondering if we got my wifes computer working properly again.... Nope! The file wouldnt show up in my cd-rw drive so that I could burn it... so I guess I cant copy or delete it lol. I think our resolution for my wife is we invest in a cheap floppy drive (at the most what maybe $20) and this will end her difficulties .. I HOPE

The problem with trying to delete the file from your desktop is a common one with Windows XP.  Check out the discussion in another forum at this link here.  The suggestions mentioned have worked for others I have sent there.
 
Regarding your wife's problems after the Service Pack 2 update.  Since the problem is more than likely related to a bad Service Pack 2 upgrade, you should consider posting over in the Software - Windows Service Packs forum.  The folks in that forum can best advise you how to resolve the problems.  Not knowing which Dell model your wife has my best guess is that a BIOS upgrade really isn't needed for SP2.  So far I have yet to see any posting in this forum where the BIOS upgrade was absolutely needed for that Microsoft Update.  In fact there have been quite a few postings from people who have skipped the BIOS upgrade and found their machines are working perfect without it.  The main to look for prior to doing the SP2 install is that your current BIOS is working good and that it fully supports any hardware changes you may have made.  If you can answer yes to both those items then a BIOS upgrade really isn't necessary.   The best precaution to take prior to installing SP2 is to check your wife's system to insure it contains no viruses or ad/spyware.  Those two things have been known to create problems.
 
Regarding the floppy drive on her system.  If the floppy drive isn't used that often then it may just be dirty.  Use a can of compressed error to blow out the dust bunnies from the drive and use head cleaner diskette to clean the drive's read/write head.  Both those items can be purchased at any computer store or Radio Shack.
