Searching reveals that some others are also having this problem. The problem has been resolved for some by running the sfc /scannow utility, but to run this, you must be able to log in to an account with administrative privileges.

i don't have administrative permissions. Administrative account disabled. Now i just found out my SENS is not in system, so I can't log into safe mode using a guest account either. I don't know what is going on.

Have a look at this article. There are several different options available to repair Vista or to restore Vista to a point in time before the problems occurred. Note - you must set your computer to boot from the Vista DVD before attempting any of the procedures outlined in the article.
