Can't open User Account in Control Panel, WindowsXP

Several family members use this computer, I am the administrator. I can not open the User Account section in the control panel. When I click on the icon nothing happens.
Any idea why this would be and how it can be fixed?

Try getting there this way: Right click your desktop MY COMPUTER > Properties > Advanced > User Profiles (Settings) > Click 'User Accounts' at bottom of dialog box.

Tried going in thru My Computer, I get the list of the users but clicking on User Accounts in the dialog box doesn't do anything> Still can't get into the accounts to change passwords etc.

Any other ideas/suggestions??

Try this way:

Start > Run > Type "control userpasswords" (without the quotation marks) > OK

I  tried the run> control userpasswords, nothing happens when I do that.
