Are you trying to run cleanmgr.exe as an administrator? I assume that when you right-click the file you are selecting Properties before you look for a Security tab, correct?
You say you are seeing Task, Schedule, and Settings tabs. That indicates that you are right-clicking on a scheduled task, not on the cleanmgr.exe file in the system32 folder. The properties of that file do not have Task, Schedule, or Settings tabs. Those properties include General, Version, Compatibility, and Security tabs.
