Can't send attachment

1. When I attach a file to my email they don't send. The file name, etc appears in the attachment window but is not sent with mail. I've sent myself several test and when I open the email and click on the attachment paper clip the name of the files I attached are there but very dimly. If I try to click on the

dimly lite name of the files (right or left mouse) nothing happens.

I've used the insert in message for a picture and sit went OK. 

 

2. The paper clip icon in not visible on my tool bar.  To use the attachment I have to use Menu and click on insert. I'm sure I used to have a clip icon for attachment.
