Cleaning out computer

Hello, I was wondering even though you delete files into the recylce bin and empty it I heard somewhere they don't really get deleted, I was wondering if there is any good software to get rid of junk files like those kind or does it matter to the speed of my computer at all by having them?

You are doing everything correctly. No need for anything extra. Start -> Programs -> Accessories -> System Tools -> Disk Cleanup Start -> Programs -> Accessories -> System Tools -> Disk Defragmenter
