Try uninstalling and then reinstalling Logger32
 
If that does not work I think you need to run the Windows Installer Cleanup Utility
You may have to reinstall the program involved after fixing this.
 
Read the instructions here before using it.  There is a download link too

Remove the entry ONLY for the program involved.
 
If you use this utility to remove the Windows Installer configuration information for your program and you plan to reinstall the program, you should reinstall the program in the same folder where you originally installed it. This prevents duplication of files on your hard disk or disks.

Thanks for pointing me to the right direction. I uninstalled and reinstalled Logger32 -- same problem. The Dell support disk program was trying to write to the Dell support disk, using RCD.MSI, which it could not find without the Dell Support disk. I downloaded the MS cleanup program. It did not show Logger32 as a program it would delete. But it did show Dell Support Disk as a program which could be deleted which I did. Logger32 now loads as it is supposed to do. Any notion of the consequences of deleted the Dell support Disk program?

I`m not sure what you mean by "Dell Support Disk ".  I have never had a disk called that.
 
It must just be some sort of Dell support when you have problems.  Maybe it is in the "Help and Support" page of XP.  I wouldn`t worry too much about it.
 
Have you tried running the disk now that the problem has been cleared up?  Maybe it will install again.  I can`t say more than that as I don`t know what is on the disk.

The cd I am talking about is p/n kd016 rev.A00. The title is Dell ResourceCD. It is intended as a disk on which one boots the machine to deal with device drivers, diagnostics and utilities. The legend says the software is already installed on your computer. Only use this CD to reinstall the software. I accidentally reformatted my whole raid array and had to use this disk to help the recover process. I thought I knew something about computers. As it turned out, I knew just enough to be dangerous. I think you will manage without that CD.
Most of the drivers on it will be out of date anyway.
 
You are always best to go to the Dell Download site and find the latest drivers for your machine.
 
If you need to have the drivers on a CD, download them all and burn them yourself

Yesterday, I used the diagnostics on that disk by booting from the disk. They check everything including the memory and hard drives. It takes forever. I finally had to terminate the tests after 6 hours of testing and 80% finished. It did discover one device on the USB bus that was not working properly. Using this disk in the way prescribed had no effect on initiating the Logger32 program. I think the computer was just confused by the combination of the two programs. Now that the program calling for the disk is gone -- no more problem. I don't think I will again install the program that calls for that disk. I think I'll keep the disk for the diagnostics. I wonder if I will ever have time to use them. Thank you for your advice and guidance. You have been wise, patient and helpful. If I have the opportunity I will help others as you have helped me. Yes, use the disk when you need to run the Diagnostics.
This can be very useful if you suspect a problem with something such as hard drive or RAM etc.
