A bunch of these are loose in the US too. I've seen several on friends' computers and mine is not exactly "neatly" affixed. My advice is to write down your COA (the set of numbers above the second barcode, the one that is just above the product key) and the product key and keep in a separate place--say with your software. This should be fine if they are lost or damaged to get your software up and running, which is all they are really needed for anyway.
 
If you look on some of the retail packaged version, the same problem exists. I think, in part it is a poorly designed product (given that they want this to stay on the computer or software case) and sloppy install by the people putting them on, who mostly likely don't give a rip as it is not their computer.
 
The reason this is so difficult to get replaced is that the real value is not the software media, but the license. Giving out a replacement product key/COA sticker is essentially the same as giving you the license to two OSs. Dell would have to pay and they don't want to do that for a sloppy sticker.

I was under the impression that if you can provide the representative with the current COA, you can get another sticker with the same COA. Not 100% sure if that's the way it works, though.

I doubt that is true. Too much risk of conterfeiting. Better to make a bunch of copies yourself to keep in various locations.

I am having the same problem on my desktop.  What I did was used a piece of boxing tape and cut it neatly to place over it.  The thick, transparent kind.  Also wrote down my key and put it away for future use in case I lose the actual COA sticker.  I don't know how the stickers are affixed to the laptops, but I just thought I would suggest this.  Mine looked like someone just hastily ripped it off of the backing and lost half of it in the middle.  Hope that maybe this helps.
