COA Validation Problems for Vista Upgrade

Has anyone else been told that the COA they're using has been already used for an upgrade? I mistakenly put mine into the Office upgrade program, and even though it seems to have been rejected by that system, each time I use it on the Vista site I am told that it has already been used. This is a brand new laptop, purchased from Dell. Going back to this upgrade site every couple of days only to be told the same thing when I complete my order is driving me nuts.

I successfully entered both COA's on each different site and they were accepted. This was done in November 2006. On the Moduslink site it says "POP/COA vailidated. On the Dell site it says "PENDING." (On the Moduslink site, be sure you FAX or send in your proof of purchase that Dell sent when you received you computer; the directions are all there)
 
On Moduslink site, I enterred the COA for Windows Office Small Business Edition which was affixed to the CD ROM case for 2003 Office Small Business Addition. This was done pressing their "Office Update" button (NOT the Vista upgrade button; that's done through Dell).
 
For the Microscoft Vista Express Upgrade, I did this through Dell's site and enterred the COA affixed at the top of the computer case (Windows XP Media Edition 2005 which was the OEM OS that came with it)).
 
Two different sites for two different upgrades.
 
Of course, I have RECEIVED NOTHING from either site;  just like the rest of you!

If you were successful what COA did you use the COA on your Office 2003 or your COA on your Windows XP ????   (I called moduslink and they said use the Windows XP COA because the Office 2003 COA was not being accepted). I think this may have been wrong as now Dell will not accept my Windows COA for the Vista upgrade. And the moduslink site for the Office 2007 upgrade say it is not verified. WHAT A MESS !!!!!!!! If anyone has successfully applied for both upgrades I would be very interested and indebted to you to learn how you did it. I have made about 16 phone calls to different Dell departments on how to do this without getting an answer. Just a runaround. Please help. Dell has to get much better with this

UPDATE YOUR COA DATABASE!
 
I have tried to upgrade 2 recently purchased Dell machines. My Dimension desktop went through on both sites no problem(Dell Vista Upgrade and Moduslink/Microsoft Office Upgrade). The problem I'm talking about came when I mistakenly entered my XPS laptop OS COA into the Moduslink Office Upgrade form.
 
From what I understand  if the COA is appropriate the site quickly validates it, within an hour or two. If not it hangs in the system for 10 days, before being finally returned as invalid. The second has happened to me (though I re-ordered the Office upgrade for my laptop with the correct COA and it went through no problem.) At present this OS COA is no longer recognised by the Moduslink/Microsoft site, which is a good thing, but not by the Dell one, which is a bad one. Neither tech support seems able to help.
 
Funny thing is I know that when the Dell site says 'Our records indicate...' they are most likely refering to a database of COA's that are held by Microsoft and which manufacturer's have access to. If only these sites would share their COA info as readily as they share their tendency to be down all the time. The only thing I can think of doing is waiting til after the Vista launch mayhem and trying to address it then. Though if anyone has any more useful suggestions I'd be glad to hear them.
