Computer Start-Up Issues

Question

I currently own a Dell Inspiron 531s running on Windows Vista. When I turn it on, the computer loads up and my sign-in page is all messed up. I cannot sign in on my computer and it does not recognize any earlier user names or passwords. I tried to run the computer in safe mode and run in based on settings based on the last successful login, but nothing seems to work. I even went as far to decide to restore the computer to orignial factory settings, but when I get to the advanced options page and select the repair computer, it does not take me through the actions and rather I am sent to the typical settings. Any idea what the problem might be? Any way I can restore to original facory settings through another outlet? Thanks.
