Computer will start but wont run after a blue screen

My computer will start but wont go past a blue screen telling me to restart, everything will go normal the dell screen, but then it will go to a safemode screen, and then it goes to a blue error screen. is there anything i can do without reinstalling windows, i don't want to lose everything, and is there a link to download a windows automated system recovery disk that is a floppy?
