Computor turning off problems

I just reformated an old 8100 Dimension with windows ME an now it will not shut down. When I try to Shut it down it just restarts. Its a P-4   1300 mhz. I am sure this will be a easy one for you guys

Oh I wouldnt say its easy.  The first thing I would check would be drivers.  Did you update all your drivers after the reformat?   Also, check your device manager for any yellow alerts indicating a problem.  Kip
