constant problems
The past two months I've had a lot of problems with my computer that dell tech help (by phone) or anyone else has been able to completly solved. It takes forever for programs to open, problems with the modem, and crashing every other day. I've done the startup cleanup, system restore, disc cleanup, defragment every week, keep a check on my running processes (which I try to keep at 32), run spyhunter, have McAfee virusscan ( I run the last 2 every day, and I have sufficient RAM & ROM. So what could be the problem? As for the modem, sometimes when I try to connect via dialup I will get messages saying that the communication port is busy or invalid when I know it is not. Then when I try to redetect the modem, Windows says there isn't one. I restart the computer and the problem is gone. As for crashing, I get the blue screen with the a message like IRQL NOT LESS THAN OR EQUAL..............................0xc0000135,0x804E4110, 0x0000000A, 0x000000Q2, 0x00000000. Any suggestions would be greatly appreciated.

I donot know if you have a CD Burner or not, if you do then this makes all of this a lot easier, if not you may want to invest in some data storage device ( USB/Firewire harddrive, USB Jump Drives, 128, 256 512 ext.) lots and lots of floppy disks, or if you are on a home network, to another harddrive on another system.
Could you tell me what you have so It gives me a better idea on what you need to do?

This part of the process I must say I have never ever done as I have never owned a OEM system before till I receive my Inspiron XPS tomorrow.
I do not know how or what is involved in this process

This is good.
Put all of your My Documents items on the CD, any programs or files you have downloaded, ANY important emails you have open them up and save them to a folder and put that folder on your CD also. I would say run a file and settings transfer wizard, but we do not know whats causing this to happen so best be safe then sorry, you can run it, just be careful when you apply it, this MAY carry over something.
Are you using a retail copy or the dell disk?

Okay, then after you are done backing up and burning the CD(s) put the disk in reboot and follow the instructions for a formatted installation.
If you choose to not do this and do have a retail copy of XP there is a round about way of getting Microsoft to help you install as you have an Actual Engineer on the phone with you during the whole set up process ( Tell them you want them to walk you through all of this from begining to end, they will stay with you and if they refuse you may email managers@microsoft.com and include your SRX number in the subject line and tell theem what happened and they will make it happen

But I can run both of those processes without hurting anything? And John, do you see the only solution being the clean reinsallation? Can anyone assist me with that?

I do not think the SFC feature would actually benefit this issue as this isnt dealing with a system file rather the error is dealing with somehting third party. Doing an SFC /SCANNOW or if needed a SFC /REPAIR would not hurt, but in this situation we dont see any system errors rather specific stop errors that do not relate to teh actual operating system kernal itself.
Also given the amount of time that the error has been occuring, if this just started to happen , it is possible to do that option but 2 months long and no resolve would just as much be a year.

Before completely reinstalling you're OS and everything else, have you run System File Checker? This will look for corrupt files that may cause your problem. Start>Run enter "sfc /scannow" without the quotes then OK. Note the space after sfc. You may be prompted for you're XP disc. If the XP screen comes up close it, this will take a few minutes.
