Control panel missing item and screen problem

Hi all,
 
I've got an Inspiron 8100 loaded with Win XP, 1.2 GHz P3, 512 Mb RAM, 60GB hard disk. I have been searching thru' the Control Panel because I get a black border around my screen display whenever I have it set at 1024x768. I don't know if I'll find a solution to this problem there, but I have noticed that one of the items on my Control Panel doesn't open when I double click it. It is the "NVIDIA nView Desktop Manager". Is this normal? If not, how to make it work? Do I need to re-install WinXP?
 
If I can get it working, will I be able to solve the black border problem around my display? I have tried looking for a solution, but so far have not been able to find anything that works. There appears to be no Screen Expansion option in my BIOS (A15), and Fn+F7 has to be pressed EVERY time I boot the laptop up if I want to get a full screen with no black border. It is not a permanent solution, and is a serious pain in the !
 
If anyone has any ideas how to solve either of these "problems" then I'd be most grateful.

Assuming you have nvidia graphics card and its drivers installed in your system, double-clicking NVIDIA nView Desktop Manager in control panel should open it. Sounds like the nvidia software got corrupted. You may need to uninstall and reinstall the nvidia drivers. You can either reload the driver from Dell's Drivers&Download page for your model or go directly to www.nvidia.com to find the latest driver for video card in your system.

Don't know if that'll fix the black boarder problem. Are you sure your LCD screen supports that resolution?

I tried what you suggested, and downloaded the NVidia driver again. Not only has it solved the problem with the nVidia desktop manager not being available thru' the control panel, but I can also get rid of the black border around my display permanently.
