Control Panel not loading or responding in vista
the control panel never fully loads the first time i click on it after restart/turn on. have to end task from task manager to stop it. then i hit control panel again and it opens just fine. weird. how do i get that fixed?

You can try to clear the prefetch cache (assuming it's running). Make sure ReadyBoost is running, as this is needed for prefetch. You also can try to increase the size of the icon cache in the registry. Search on the web for how to do both.This isn't always easy to fix, a good reason to upgrade to Windows 7.
