Cookies

Didn't really know where to put this but I am using windows XP with SBC Yahoo Browser and I had a message to be sure accept cookies was turned on.  I followed directions and went to Tools, internet options, security tab, custom, and scrolled down to find cookies.  Cookies was not listed there.  Can someone tell me why or what to do to turn on cookies.
