You might try AUTORUNS, a microsoft program that displays more startup locations than msconfig does.

Thank you for suggesting this tool!

In my specific case, the culprit turned out to be the following executable command: C:\Program Files\Dell Photo AIO 942\memcard.exe.

Once I found the culprit with the AUTORUNS program, I highlighted it with a right click of the mouse, then clicked on Jump which took me immediately to the registry entry containing this command, and allowed me to put quotation marks around that entry to disable it. Once this was done, my problem went away.

The AUTORUNS tool is a great diagnostic device, and I was unaware of its existence before.
