Run
Type in "dxdiag" in the box without the quotes.
hit enter
See what dxdiag reports as your processor speed.

Thanks. dxdiag shows speed as 3 ghz, as does cpucool, but...

cpuz, pc wizard 2006, rightmark, clockgen and sisoftware sandra all report it at 4.13 ghz (currently)

Nothing's easy is it?

I suspect it is an intermittent power supply problem somewhere - Dell said the problem is a "customer perception" in other words fupp** off

Instability of the cpu usually can be the result of excessive temps and or improper voltage.

It is probably not an instability problem.  The speed reported is computed on the fly and may have has some inaccuracies
