Creating new users, simple, right?

Not really.  Here's what I've been doing, please tell me where I went wrong:
 
Control panel> User accounts> create new account> Add...> fill in the user name> finish> error message: "The user _______ cannot be granted standard user access because user ________ does not exsist."
Isn't that cyclical?  Of course they don't exsist, that's why I pressed "create new account"!

I don't know how to solve your problem but to state the obvious...

There's some sort of message crossed because it's trying to CHANGE an account instead of creating a new one.

Try this and let us know what happens:

Since the create button is crossed with the change button, try to create an account using the change button and see if you get the same result.

Try typing 'control userpasswords2' (without quotes) in Command Prompt and then click the Add button and fill out the info.
 
You need Administrator rights to create an account.

"crossing" the buttons doesn't work, and I am an admin on that unit.
