Critical Error Messages and Desktop Won't Load

I've had my Dell PC for two days, and everytime I turn the computer off (and correctly, by the way) I recieve a critical error message when I turn it back on. The message prompts me to restart in safe mode, but that's no help becasue I have no idea what the problem is. I've spoken with a Dell customore serveice representive and was told that although SP2 has better security "it just has problems, and shouldn't use it" (the representative actually told me that). Furthermore, I was insturcted to hold Ctrl + F11 after restarting the computer to restore the computer the its original factory settings. This little trick works but I've done it several times now. Every time I turn off the computer and when I turn it back on I recieve critical errors and the desktop items do load.
 
My question is:
 
Has anyone else had this problem, and if so, is it a Dell related problem or a Windows SP2 problem? And yeah, how can I fix this!
 
Please, someone help me! At the rate I'm going I'll just have to never shut my computer down again.

As you have had the PC less than 21 days, insist on returning it. This should not be happening to a brand new PC with OEM install of Windows. The advice they gave you just restores it to the original (obviously faulty) install. What you say they have told you about SP2 is rubbish, since they installed SP2 so the PC should be SP2 compatible. Millions of people including many Dell owners run XP SP2 with no problems.

If you don't want to do that, please post the actual error message, also give the model of the PC and some details of the hardware and software it came with.

Also, should you have made any changes (installed software or whatever) in the two days you've had it, please give info.

I would run the diagnostic software that came with your system (on cd?). Not many hardware problems but something's not right. What software, drivers, etc. did you add to your system. Did you check the Event Manager, the Device Manager or other logs ? Could even be a power supply problem, eg loose connection. Post back. If you can't get it running properly after having them talk you thru whatever they want to try I would request an immediate new system. If it was working properly for the first day or so it could have been caused by you.
