What is the complete name and publisher of the program?  Are you sure it is compatible with Windows XP?

if you are running win xpsp2, you should have dcom running, unless someone disabled it on your computer.. i had dcom disabled in win xpsp1, but disabling dcom in win xpsp2 seemed to cause problems, on my computer..

you can find information about "dcom" in the microsoft knowledge base..

Try Redwolfe's suggestion and see if the DCOM services is started and running.  Go to Start > Run and type services.msc then click OK.  Look down the list and find the DCOM Server Process Launcher.  Double click on it then make sure that the starupt type is set to Automatic and that the process is started.  This is the default for this service and I can't imagine why it would have been changed, but strange things often happen.
