Decoder Error message on Inspiron 9600 after installing PowerDVD 4.0. Help Please!

Hi. I have an Inspiron 9600 with windows media center xp. Up until I installed Power DVD 4.0, I could watch TV, but now I can't I've tried uninstalling PowerDVD and reinstalling it but not luck. I read on the forum here that if I reinstall the oringal PowerDVD that came with my computer, then it should work. The problem is that Dell did not send any softward cds with my computer because apparently, I no longer need them. I can do a system restore through my computer. I was told though that this would delete all of my files.
 
Is there a way to reinstall the original PowerDVD that came with my laptop or is this truly the only option? It makes no sense to me that Dell would not send me any of the software CDs (if I had them, then I could install just PowerDVD and be done with it) and tell me that my only option is a system restore.

I am having the same problem with my new Inspiron 6000. Does anyone have a solution to this problem. I am using the Cyberlink DVD decoder that came with the Power DVD software for my camcorder.
