Without knowing what system you have or how it is configured, possibly checking the Bios for primary boot device and SATA controller settings might be helpful.  Maybe set the Bios to Bios defaults.

The scenario seems to be backward on your system.  Occasionally a system will behave normally when rebooted but not with a cold boot.  Maybe some driver is being loaded after a cold boot and a reboot uses that bad driver.  If it boots normally I might check through the Device Manager to see if anything looks strange.

If this is Windows 10, it uses a pre-fetch cache when starting from a powered down condition which is also different from a restart.

Are you getting any Dump files from the Bluescreens, BSODs not a blue background?  If you get the system to boot normally, you can set msconfig.exe to boot into Safe Mode and try rebooting that way.  When you are finished checking, set msconfig.exe back to a normal boot.
