Start the PC, at the Dell logo screen start tapping F8 key, this will bring up another screen, select "repair my computer", then select startup repair from the recovery options.
If you do not have the repair my computer selection, then you will need to borrow a Vista DVD, boot from the DVD and then do the startup repair.

When you're ready to fix the problem, read this from Microsoft.
