Dell Mini 9 blue screen

Question

Had 'windows restore virus' bought a virus prog and removed virus. Still had issues and while trying to fix, system crashed. Now when I try to boot up nothing allows me to get back on. Not safe mode, not DOS, nothing. PC starts to reboot with files scrolling then blue screen. How can I get control to to format drive, or use software to reload drivers, etc?

Do you have the restore CD that shipped with the Mini 9?

Have a cd with Drivers, etc. Does not say restore
