The Dell OS Recovery Utility creates a Windows XP CD to reinstall your OS.  It's not downloadable, and can only be run once.

I just created this recovery CD.  An error message came up before it burnt.  But it seemed to burn okay.  What should be on the CD?  How do I know if it will be okay.  Also is this the CD that will make my computer the same as when it came out of the factory?

It's a copy of the Win XP installation cd. To verify it works, Reboot with the cd in your master cd-dvd drive (usually the top drive) and see if you can boot to it. Depending on your model, you either choose the boot menu when you start or change the bios to boot from the cd drive first. If it works correctly, you'll see a 'Press Any key to boot from cd' message.
