I am in the same boat, but my boat is sinking, as I have a corrupted boot sector, and file table on my hard drive with no restore CD to fix it. :smileymad:
PC Restore is on the hard disk and is not available on CD. It is executed from the hard disk. See my answer to glay619's other post on this subject below in this conference.
If the system is new, contact Dell and ask them to provide you with XP and Resource CDs, etc. for your system. The XP CD isn't a 'restore' disk, it's an XP installation disk. It won't put your system back the way it was shipped, the way Symantec PC Restore does, but it will allow you to repair XP on your HD or to reformat the HD and reinstall a fresh copy of XP.
