For folders go to My computer; C Drive; View tab. Set this how you want then go to Tools tab; Folder Options; View tab. Click Apply to all folders. Click Apply. Click OK.
For IE windows, open one of them and using your cursor put it on the edge of the window until you see the double headed arrow. Drag that edge. Repeat until the window is the size you like. Now DO NOT CLOSE THE WINDOW BY CLICKING THE X IN THE UPPER RIGHT. Go to file; close. Now any IE window should open that size.
In the right pane, right click on the value BagMRU Size, click modify, click on decimal and enter a number (I have mine set to 5000), click OK. It will show the number in hexadecimal, but I find it easier to enter a decimal number. Restart the PC. Yopu may have to reset your folder views again, but they should stick.
Incidentally, I have found that TweakUI version 2.10 has a bug in the section that claims to do this change for you: instead of changing the value of 'BagMRU Size', it adds a (useless) value Bag MRU Size (note additional space between Bag and MRU).

By default Windows only remembers the settings for 400 folders.
You can change that number to anything you like, see

click on F and scroll down to Folderviews, keep settings.
Or, if you prefer, use regedit, (start, run, type regedit, click OK) In the left pane click on the + signs to navigate to the key

Thank You. Your URL of Kelly's corner to detete both BagMRU & Bags seems to have made the Folders keep their settings.
