Desktop menu bar missing and keyboard microsoft hot key not working

I was listening to some tunes using Itunes and then rebotted my system.  When the system rebooted the menu bar that normally shows up on the bottom of the desktop was missing.  Additionally when I hit microsoft hot key on the keyboard it seemd to open but only off screen to the right.  I can't confirm this though.  I can confirm however now all programs open to the right of the screen and off scree so I can't access them.  I can confimr they are open becuase I hear music plaing and when I check the task manager using ctrl.alt.del they are listed.  I can then click them in task manager and access them.  This works for all programs except media explorer.
