I managed to solve this problem. The issue was that I had three hidden device drivers that were corrupted. I viewed hidden drivers in device manager, then saw that the drivers for the WAN Miniport (PPPOE), (PPIP) and (L2TP) were corrupted.
On investigation, the files were missing from the directory ( if you look at the driver details you can see the file path where they should normally be). I copied these files from a colleague's PC onto mine, and after a reboot, the drivers were working correctly. I could then use the modem correctly (ie the WAN protocols were now working).
