Sounds like you just did a repair install of Win XP. During the process some registry entries become corrupted. Try this.
>Run: regedit
>Select folders in the folllowing order:
>-HKEY_LOCAL_MACHINE
>-SYSTEM
>-Current Control Set
>-Services
>-RasMan
>-PPP
>-EAP
>-when you get to this point, you should see 4 folders (numbered 4, 13, 25, 26)
>-DELETE: folders 25 and 26
>-Reboot
Now assuming you already had an internet connection already setup look for it before you try to create a new one. It should still be there.

If you are using windows XP and when you try to create a dial up connection you might find that the option is grayed out or not available. In those cases, follow the steps given below:
Delete the NextID value in the registry, and then restart the computer. To do this, follow these steps:
Click Start, and then click Run.
In the Open box, type regedit, and then click OK.
Locate and click the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Telephony\Cards
In the right pane of the Registry Editor window, click NextID.
On the Edit menu, click Delete.
When you are prompted to confirm the deletion, click Yes.
On the File menu, click Exit to quit Registry Editor.
Start the New Connection Wizard, and then create a new dial-up modem connection or PPPoE connection.
After deleting this NextID restart the system and try to create the connection.
Hope this solves the problem.
