Dial up on boot

My computer has started dialing the internet as soon as it boots up on initial start up or on restart.
No web page comes up, not even my home page, just the dial up window. I've tried to find a file using the ctrl/alt/delete method that might be the culprit but can't find any. I'm running current version of Norton anitivirus with Auto Update turned off. Also using the Microsoft version of Anti-Spy ware with Auto Update turned off. I ran several Ad Ware and Spy Ware and Virus scans and made the suggested fixes.
This is annoying since I use my computer a lot with out the internet and would rather dial up when I choose.

If you set dial-up to automatically connect, it kicks in when there's a program trying to access the internet. Sometimes it is not easy to find out what is trying to access the web. Install the free version of zonealarm (firewall). Configure it to ask for confirmation when a program try to access the internet. Next time you reboot, zonealarm will tell you what programs are trying to access the web.

To disable auto dial, check Internet options in the control panel, Connection tab, select "Never dial a connection". Hope that helps.

Picture Man,

Install the free version of ZoneAlarm (available here). After you install it, disable your other firewall. When a program attempt to access the Internet ZA will pop up a notification identifying the program and asking your permission to allow it to connect.

Go to Internet Options, Connections, check Never Dial a connection. Some program--instant messaging, email, update, etc. is trying to access the Internet at boot. Try to figure out which it is to disable. Check All Programs, Startup first, then Run msconfig and check the Startup tab.

I had this very same problem on a computer running Windows 98 (=> it's not an XP issue).

I already had checked "Never dial a connection" , because I connected manually through a modem, therefore I had this Dial-up window popping up instead - even before Windows did fully load (in that case, the password section was empty). Closing the window or clicking cancel was needed many times, as it popped up again immediately.

I did not manage to find out what was really causing the problem, but I strongly suspect Norton Internet Security. Reason is that I reinstalled the system (including complete format of the hard drive) and everything was fine until I re-installed Norton (NIS 2004). I had used previous Norton versions for many years on that computer without problems, but...

Norton support said that this was caused by Automatic Live-update settings, but unchecking automatic updates did not resolve the issue.

Nevertheless, I think this is the direction you should go for searching causes.

As a side note:  I do use NIS (currently 2004) on my XP computer and never experienced these problems. I did not search a lot for other solutions as I do not use my older computer very much nowadays.
