If you downloaded and saved the file to your hard drive, you can just double click on it to install it. Close any open windows (items showing in the main taskbar) before doing that.
you could try going to the microsoft website, "downloads", and downloading directx 9c.. when you click "download", to download directx 9c, select "open" as opposed to "save"..
also, you could try this: go to "start"/"run", and type "dxdiag".. when "dxdiag" opens, it should tell you if you already have directx 9c.. you can also look through the report to see if any problems are reported..
